Job Description:
JOBThis is a single position classification performing a variety
of complex supervisory, professional, administrative and technical
accounting and finance functions in maintaining the fiscal records
and systems of the City including general accounting, cost
accounting, financial reporting and data processing.EXAMPLE OF
DUTIESSupervises and participates in the development, maintenance,
and operation of the general accounting system, supervises the
preparation, auditing and disbursement of claims and demands
against the city, confers and works with the City Manager and
management staff in the preparation of the annual city budget and
supervises the maintenance of necessary budgetary controls
including purchasing and inventory, administers the City's
insurance programs including risk management and performs related
work as required. Supervises and oversees the positions in the
Finance Department involved with payroll, accounts payable, utility
billing and collection, cash receipts, business licensing,
budgetary accounting and related financial and accounting
functions. Manages and supervises assigned operations to achieve
goals within available resources; plans and organizes workloads and
staff assignments; trains, motivates and evaluates assigned staff;
reviews progress and directs changes as needed. Provides leadership
and direction in the development of short and long range plans;
gathers, interprets, and prepares data for studies, reports and
recommendations; coordinates department activities with other
departments and agencies as needed. Provides professional financial
advice to the City Manager. Communicates official plans, policies
and procedures to staff and the general public. Assures that
assigned areas of responsibility are performed within budget;
performs cost control activities; monitors revenues and
expenditures to assure sound fiscal control; prepares annual budget
requests; assures effective and efficient use of budgeted funds,
personnel, materials, facilities, and time. Determines work
procedures, prepares work schedules, and expedites workflow;
studies and standardizes procedures to improve efficiency and
effectiveness of operations. Issues written and oral instructions;
assigns duties and examines work for exactness, neatness, and
conformance to policies and procedures. Maintains harmony among
workers and resolves grievances and other complaints; Performs or
assists subordinates in performing duties; adjusts errors and
complaints; trains and develops staff. Prepares a variety of
financial studies, reports, plans and related information for
decision-making purposes. Establishes and maintains internal
control procedures and assures that state and national standard
accounting procedures are maintained. Develops and maintains fiscal
policies and procedures. Supervises the collection of taxes, fees,
and other receipts in accordance with laws and regulations.
Develops forecasts, estimates, and monitors the financial condition
of the City to assure it's fiscal well being. Works with the City
Manager in developing a budget schedule, preparing revenue
estimates, working with the City departments in preparation of
revenues and expenditures and assists City Manager in presentation
of budget to the City Council. Once budget is adopted monitors
revenues and expenditures to ensure positive fiscal position for
the City. Oversees the central computerized financial and
management information system of the City. Oversees the posting and
reconciliation of ledgers and accounts. Directs the preparation of
state and Federal reports, including tax reports. Works with the
elected City Treasurer in the investment of City funds.PERIPHERAL
DUTIESDevelops finance-related ordinances and
resolutions.Represents the City at various conferences and
meetings.Performs cost-of-service studies for utility rate
considerations.Performs other duties as assigned.TOOLS AND
EQUIPMENT USEDPersonal computer, including word processing and
spreadsheet software; computer system; 10-key calculator; phone;

The noise level in the work environment is usually quiet. MINIMUM
QUALIFICATIONSAny combination of education and training that could
likely provide the required knowledge and abilities. Education:
Equivalent to graduation from a four-year college or university
with a degree in accounting, finance or a closely related field.
Experience: Four (4) years of experience in accounting providing
broad experience that would be comparable to local government
accounting.Three (3) years in a supervisory capacity. Necessary
Knowledge, Skills and Abilities:(A) Considerable knowledge of
modern governmental accounting theory, principles, and practices;
considerable knowledge of internal control procedures and
management information systems; considerable knowledge of office
automation and computerized financial applications; considerable
knowledge of public finance and fiscal planning; considerable
knowledge of payroll and accounts payable functions; working
knowledge of budgetary, accounting and reporting systems, GAAFR,
GAAP and GASB;(B) Skill in operating the listed tools and
equipment;(C) Ability to prepare and analyze complex financial
reports; ability to maintain efficient and effective financial
systems and procedures; ability to effectively supervise staff;
ability to establish and maintain effective working relationships
with employees, city officials; ability to communicate effectively
orally and in writing. SPECIAL REQUIREMENTS Must be bondable. A
valid state driver's license or ability to obtain one.SUPPLEMENTAL
