Assistant Auditor Trinity County Employment Opportunity DEPARTMENT OF THE AUDITOR/CONTROLLER ASSISTANT AUDITOR/CONTROLLER $5,456.32 - $6,632.16 / Monthly This is a full time, benefitted position Applications will be accepted until Friday, July 5, 2019 at 4:00 PM. Interviews will be conducted Thursday, July 11, 2019 ASSISTANT AUDITOR/CONTROLLER Definition: Under general direction, to assist the County Auditor/Controller with planning, organizing, directing, and managing the functions and operations of the County Auditor/Controller Office. To provide supervision and training for assigned staff in the County Auditor/Controller Office. To perform a variety of difficult, complex, and specialized assignments in the accounting and auditing of County financial records and conducting fiscal and budget administration. To provide oversight for County tax rolls, revenue reconciliation, and revenue apportionment. To provide general assistance and answer questions regarding Auditor/Controller functions, policies, and procedures; and to do related work as required. Qualifications: Knowledge of: Operations, policies, procedures, and legal requirements of the County Auditor/Controller Office. General accounting theory, principles, and practices and their application to a variety of accounting transactions and problems. California property tax law. Organization and functions of local, state, and federal government entities, especially as they relate to County fiscal functions. Laws, rules, regulations, and policies affecting the financial operations, financial transactions, and payroll system of the County. Government cost accounting and budgeting. Fiscal and program auditing theory, principles, and techniques and their application to government finance and operations. Payroll laws and administration. Principles of account classification. Budget development and control. Computerized financial management systems, payroll and property tax systems. Principles of supervision, training, work evaluation, and management. Ability to: Assist with planning, directing, coordinating, and managing the functions of the County Auditor/Controller Office. Perform a variety of complex accounting, auditing, and financial transaction work. Analyze and evaluate financial, program, and operational information, researching and gathering appropriate information to resolve problems. Provide supervision, training, and work evaluation for assigned staff. Monitor and update fiscal, operational, and program records. Develop objective analyses and recommendations for use by County management. Oversee the preparation and prepare a variety of financial and audit reports and statements. Gather, organize, analyze, and present a variety of information. Make mathematical calculations quickly and accurately. Assist with the development and utilization of computerized financial management system, payroll, and property tax systems. Effectively represent the County Auditor/Controller with County management and staff, boards and commissions, the public, and representatives of other government agencies. Establish and maintain cooperative working relationships. Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Five (5) years of responsible professional work experience in accounting, auditing, and financial analysis work, preferably including at least two years in a lead or supervisory capacity. Education equivalent to successful completion of courses required for a major in accounting at an accredited four (4) year college or university, or successful completion of a professional accounting curriculum which included courses in elementary and advanced accounting, auditing, cost accounting, and business law. Special Requirements: None. Typical Physical Requirements: Sit for extended periods. Frequently stand and walk. Normal manual dexterity and eye-hand coordination. Lift and move objects weighing up to 25 lbs. Corrected hearing and vision to normal range. Verbal communication. Use of office equipment, including computer, telephone, calculator, copiers, and FAX. EMPLOYEE BENEFITS: Vacation: 0 - 5 years of service = 10 days vacation 6 - 9 years of service = 15 days vacation 10 - 14 years of service = 17 days vacation 15+ years of service = 20 days vacation Sick Leave: 12 days per year Holidays: 12 days per year, plus personal holiday Professional Leave: 6 days per year (Management employees only) Health Insurance: Medical, dental, vision and life insurance coverages available to employee and dependents or cash in lieu of these benefits Deferred Compensation Plan: Opportunity is provided to contribute to a deferred compensation plan. The County offers four plans to choose from. Aflac: Various insurance plans are offered, plus the opportunity to contribute to a Flexible Spending Account Retirement: California Public Employees' Retirement System (CalPERS). Employees pay the full PERS employee contribution.
